3.	Multi-storey Car Parks Public Spaces Protection Order (PSPO) Public Spaces Protection Orders (PSPOs) are intended to deal with a particular nuisance in a defined public space, where the nuisance behaviour is having a negative impact on the quality of life for those in that public space. Over the last 12 months there has been a considerable increase in anti-social behaviour and nuisance within Orchard Street multi-storey car park, Kingsgate multi-storey car park and Town Hall multi-storey car park. The Police and Council currently have limited powers to tackle this and despite continued efforts the nuisance continues. The proposed PSPO will prohibit any activity in the car park that is not connected to the parking of a vehicle or bicycle or the lawful access to a vehicle or bicycle. Any person believed to have breached the Order will be asked by an Authorised Officer to leave immediately and not return to the carpark for up to 48 hours. Authority to commence the formal PSPO process including the statutory public consultation was given at Cabinet Briefing on 21^st September. Consultation will be undertaken to determine the level of support for a new PSPO in the Council’s three multi-storey car parks.
