Action Taken Under Delegated Authority: Modern Slavery and Human Trafficking Annual Statement

On 9 August 2023 Councillor Jones, as Leader of the Council, exercised their delegated authority to approve the Council’s Modern Slavery and Human Trafficking Annual Statement for April 2023 to end March 2024 as set out in report FIN/627 which was published on 11 July 2023 in Councillors’ Information Bulletin IB/1190.

Minor Amendment to the Constitution: Development Consent Order Application Process

The Head of Governance, People & Performance has agreed that the following minor amendments be made to the Constitution in relation to Development Consent Orders.

 

Amend function 3(h) of the Planning Committee as follows:

 

“A recommendation to the Full Council on the written representation in respect of a Development Consent Order Application Process which provide an overarching summary view of the key matters of importance to the Council (where the Council is a host authority) subject to a scheduled Full Council meeting aligning with the response timescales set by the Planning Inspectorate, otherwise the matter will be solely dealt with by the Planning Committee.”

 

Amend function 2(w) of the Full Council as follows:

 

Providing a written representation in respect of a Development Consent Order Application Process which provide an overarching summary view of the key matters of importance to the Council(where the Council is a host authority) subject to a scheduled Full Council meeting aligning with the response timescales set by the Planning Inspectorate, otherwise the matter will be solely dealt with by the Planning Committee.”

 

These changes will take immediate effect and the Constitution will be updated to reflect these amendments in due course.

5.

Minor Amendment to the Constitution: Rights to Attend Meetings

The Head of Governance, People & Performance has agreed that the following minor amendment be made to the Access to Information Procedure Rules with regard to the Independent Person(s) and Independent Member to the Audit Committee’s right to attend meetings.

 

That paragraph 3.4 (“Rights to Attend Meetings: Councillors”) of the Access to Information Procedure Rules be amended as follows:

Councillors / Independent Person(s) / Independent Member

 

Councillors may attend all formal meetings, including exempt sessions, with the exception of the Employment Panel and the closed session of the Licensing Sub-Committee (Hearings).

 

The Independent Person(s) will only be able to attend exempt sessions of a Standards Hearing.

 

The Independent Member to the Audit Committee will only be able to attend exempt sessions of the Audit Committee.

 

This change will take immediate effect and the Constitution will be updated to reflect this amendment in due course.
