Action Taken Under Delegated Authority: Naming and Numbering of New Development at 42-44 Brighton Road, Southgate

On 2 August 2023 Councillor Noyce, as Cabinet Member for Environment, Sustainability and Climate Change, exercised their delegated authority to approve Raj Sharma House as the name for the development at 42-44 Brighton Road as set out in report PES/438 which was published on 11 July 2023 in Councillors’ Information Bulletin IB/1190.

Action Taken Under Delegated Authority (Significant Operational Decision): Northern West Sussex Statement of Common Ground and Northern West Sussex Housing Needs Statement of Common Ground

National Planning Policy requires each Local Planning Authority to demonstrate effective and on-going joint working with its neighbouring authorities/other authorities in the sub-region and other prescribed bodies, through the preparation and maintenance of Statements of Common Ground (SoCG). Updates to the existing SoCG and a new Statement have been agreed between the Northern West Sussex Authorities (Crawley Borough Council, Horsham District Council, Mid Sussex District Council and West Sussex County Council) in relation to the Crawley Borough Local Plan. 

 

On 17 July 2023 the Head of Economy and Planning, in consultation with the Cabinet Member for Planning and Economic Development, took the decision to approve the Northern West Sussex Statement of Common Ground and Northern West Sussex Housing Needs Statement of Common Ground for submission alongside the Crawley Borough Local Plan. Action Taken Under Delegated Authority (Significant Operational Decision): Water Neutrality Statement of Common Ground

National Planning Policy requires each Local Planning Authority to demonstrate effective and on-going joint working with its neighbouring authorities/other authorities in the sub-region and other prescribed bodies, through the preparation and maintenance of Statements of Common Ground (SoCG). A Statement of Common Ground has been prepared by the Joint Sussex North Water Resource Zone (WRZ) Authorities, confirming a joint commitment by all signatories to ensuring water neutrality in the WRZ. 

 

On 20 July 2023, the Head of Economy and Planning took the decision to agree the Water Neutrality Statement of Common Ground for submission alongside the Crawley Borough Local Plan. Further information on this decision can be found on the Council’s website.

Action Taken Under Delegated Authority (Significant Operational Decision): Crawley Borough Council and Horsham District Council Statement of Common Ground (updated)

The decision to approve the Crawley Borough Council and Horsham District Council Statement of Common Ground (SoCG) was approved by the Cabinet Member for Planning and Economic Development on 19 July 2023. However, following that decision, Horsham District Council raised some minor amendments to the version considered by the Crawley Borough Council Cabinet Member. Therefore, it has been necessary to make minor amendments the approved SoCG.

 

On 25 July 2023 the Chief Executive, in consultation with the Cabinet Member for Planning and Economic Development, took the decision to approve the amended version of the Horsham District Council and Crawley Borough Council for submission alongside the Crawley Borough Local Plan. Action Taken Under Delegated Authority (Significant Operational Decision): Crawley Borough Local Plan 2024-2040 Submission

The Crawley Borough Local Plan was approved at the meeting of Crawley Borough Full Council held on 22 February 2023. However, a Schedule of Suggested Modifications will be submitted alongside the Local Plan for the Inspector to consider as part of the examination process. The modifications suggested at this stage seek to address factual or critical matters raised by the representations made at Examination (primarily from the statutory consultees) and not all of those which can be agreed through the examination process itself. In addition, a number of Key Documents and supporting evidence base documents have been updated to support the Local Plan at Examination.

 

On 27 July 2023 the Chief Executive took the decision to update Supporting Documents where necessary for factual purposes and to provide a schedule of suggested modifications for the Inspector to consider as part of the Local Plan Examination. This meets the legal requirements to ensure the Local Plan is submitted in line with the resolution of the Full Council and the agreed Local Development Scheme timetable, whilst ensuring the most up-to-date and accurate position is provided to the Inspector for considering the Local Plan. National Planning Policy requires each Local Planning Authority to demonstrate effective and on-going joint working with its neighbouring authorities/other authorities in the sub-region and other prescribed bodies, through the preparation and maintenance of Statements of Common Ground. A new bilateral Statement of Common Ground has been agreed between Crawley Borough Council and Mid Sussex District Council in relation to the Crawley Borough Local Plan.

 

On 31 July 2023 the Head of Economy and Planning took the decision to approve the Crawley Borough Council and Mid Sussex District Council Statement of Common Ground for submission alongside the Crawley Borough Local Plan. Further information on this decision can be found on the Council’s website.
