Purpose:

The Crawley Borough Local Plan was approved at the meeting of Crawley Borough Full Council held on 22 February 2023: Agenda item - Recommendation 2 – Crawley Borough Local Plan Review: Publication and Submission - Crawley Borough Council. At this meeting, the Full Council approved:
a)the submission draft Local Plan for Publication consultation (a statutory six-week period of public consultation), commencing 9 May 2023, as shown within presented report PES/427
b)the submission draft Local Plan for Submission to the Secretary of State for Examination by an independent Planning Inspector, subject to minor amendments deemed necessary following the above consultation for the purposes of clarity and accuracy.
c)publication and submission of the supporting documents for the Local Plan: the Local Plan Map; the Sustainability Appraisal; the Habitats Regulations Assessment; the Consultation Statement; and the detailed technical evidence base documents necessary for supporting the Local Plan through Examination.
The Local Plan itself will not be changed. The version submitted will be the version approved by Full Council and which was published for consultation in May 2023. The link to the published Local Plan Document is attached for reference:

However, a Schedule of Suggested Modifications will be submitted alongside the Local Plan for the Inspector to consider as part of the examination process. The modifications suggested at this stage seek to address factual or critical matters raised by the representations made at Examination (primarily from the statutory consultees) and not all of those which can be agreed through the examination process itself.
In addition, a number of Key Documents and supporting evidence base documents have been updated to support the Local Plan at Examination. These are:

Decision:

Option 2: To Update Supporting Documents where necessary for factual purposes and to provide a schedule of suggested modifications for the Inspector to consider as part of the Local Plan Examination.
This meets the legal requirements to ensure the Local Plan is submitted in line with the resolution of the Full Council and the agreed Local Development Scheme timetable, whilst ensuring the most up-to-date and accurate position is provided to the Inspector for considering the Local Plan.

Alternative options considered:

Option 1: To Update Local Plan and Supporting Documents.
Option 2: To Update Supporting Documents where necessary for factual purposes and provide schedule of suggested modifications for the Inspector to consider as part of the Local Plan Examination.
Option 3: To not Update any documents and submit as published for Regulation 19 consultation.
Option 4: Do not submit the Local Plan for Examination.
