To provide details of a proposal being made by the Town Centre Partnership to establish a Business Improvement District (BID) in Crawley town centre. The report will set out the resource and financial implications for the council associated with a successful BID ballot, including approval for the council to take on the role of billing authority for the BID.
The Chief Executive (as Head of Paid Service), has agreed that the decision should be protected from call-in under Scrutiny Procedure Rule 14(k) of the Constitution for the following reasons:
The decision will be debated by Cabinet on 25 September 2019. Any such further delay would have ramifications in the administration of the BID process in accordance with the regulations and law governing BIDs in England.
