provision for the operation, maintenance, metering and billing
services, including the subsequent phases of the DHN (subject to
value for money considerations and confirmation of the timings for
such phases).
The report will seek confirmation, approval and delegated authority
for various phases, including tender for the operation and
maintenance of the DHN.
