Licensing Two Storey Houses in Multiple Occupation (HMOs)

Legislation is to come into force on 1st October 2018 extending the mandatory licensing of houses in multiple occupation (HMOs) under the Housing Act 2004 to include two storey HMOs with five or more occupants forming two or more households. The purpose of this paper is to recommend Cabinet note and agree use of the new duties and agree the proposed fee structure for issuing and renewing such licenses.
