11/09/2019 - Brownfield Land Register 2019 update

The Brownfield Land Register is a register of previously developed sites within Crawley which are considered suitable and available for housing-led development, and where such development is considered achievable. The Register was first published in 2017 in accordance with legislation, and must be reviewed on an annual basis. Delegated Member authorisation is required for the purposes of the 2019 review because the proposed update includes one or more sites which have not previously been included in the Register and which do not yet have planning permission.

13/08/2019 - Allocating Monies Collected Through CIL 2020/21

Present the findings of the Annual review of Crawley’s Community Infrastructure Levy (CIL) Programme, carried out by officers and to seek Cabinet approval for the revised CIL Infrastructure Business Plan (IBP), which identifies the priority projects proposed to be funded by collected CIL monies for the years 2020-21 to 2021-22.

25/07/2019 - Council Tax Empty Properties Premiums

Since April 2013, billing authorities have been able to charge an additional premium of 50% on properties which have been unoccupied and substantially unfurnished for more than two years. This means that the council tax charged is 150% of the normal charge for that property.
Legislation has changed to allow councils to increase the premium above the previous 50% limit, with the amount of the premium increasing the longer the property is left empty. The Council will be asked to agree to increase empty homes premiums to ensure that empty homes are encouraged to be occupied.

The intention behind the legislation for the charging of premiums is to encourage owners of long term empty properties to bring them back into use in order to increase the supply of housing.

18/06/2019 - Crawley 2035: Crawley Borough Local Plan 2020 - 2035

The Crawley Local Plan Review has been undertaken to ensure the borough's Local Plan remains up-to-date. In accordance with the adopted Local Development Scheme, the new Crawley 2035 has been prepared based on the outcomes of monitoring the implementation of the 2015 adopted Local Plan, feedback from the early engagement consultation and updating the supporting technical evidence base.

It is supported by a number of statutory supporting documents (a Local Plan Map, a Sustainability Appraisal, a Habitats Regulations Assessment and a Consultation Statement).

Cabinet is asked to recommend to Full Council to approve the submission draft Local Plan for Publication consultation (a statutory six-week period of public consultation).

Cabinet is asked to recommend to Full Council to approve the submission draft Local Plan for Submission to the Secretary of State for Examination by an independent Planning Inspector, subject to minor amendments deemed necessary following consultation for the purposes of clarity.

06/06/2019 - Crawley Town Centre Business Improvement District

To provide details of a proposal being made by the Town Centre Partnership to establish a Business Improvement District (BID) in Crawley town centre. The report will set out the resource and financial implications for the council associated with a successful BID ballot, including approval for the council to take on the role of billing authority for the BID.

The Chief Executive (as Head of Paid Service), has agreed that the decision should be protected from call-in under Scrutiny Procedure Rule 14(k) of the Constitution for the following reasons:

12/03/2019 - Waste & Recycling Contract

The Council’s existing contract with Biffa for the collection of household waste and recycling is due to expire at the end of January 2021.

The contract includes an option to extend this, by mutual agreement with Biffa, for a further period of up to three years.

Should the Council or its contractor not wish to take up this option then a re-procurement process would ideally need to be initiated in July 2019, in order to allow sufficient time for the contract procurement process, as well as the procurement of the necessary vehicle fleet within the mobilisation period.
