Appointments and Investigating Committee

The Appointments and Investigating Committee is responsible for making recommendations relating to the appointment of the Chief Executive (The Head of Paid Service), and appointing the Deputy Chief Executive and all Heads of Service.

The Committee is also responsible for making a decision on a disciplinary or capability procedure or under the grievance procedure relating to all Chief Officers, being the Chief Executive (The Head of Paid Service), Deputy Chief Executive, Monitoring Officer, Chief Finance Officer, and all Heads of Service.

In the case of an appeal made by a Statutory Chief Officer (the Chief Executive, Monitoring Officer and Chief Finance Officer), this will be heard by the Full Council, whereas an appeal made by a non-statutory Chief Officer (the Deputy Chief Executive and all Heads of Service) will be heard by the Staff Appeals Board.

A panel making a decision on a recommendation from an Independent Person, will follow “Arrangements for Dealing with Code of Conduct Complaints under the Localism Act 2011” set out in the Constitution .

This Appointments and Investigating Committee meets when required.

Part 3 of the Council’s Constitution refers further to all issues above.
