To approve as a correct record the minutes of the Climate Change Scrutiny Panel held on 12 October 2020. Minutes: The minutes of the meeting of the Climate Change Scrutiny Panel held on 12 October 2020 were approved as a correct record and signed by the Chair.

Information & Preparation of Report PDF 353 KB 1) What additional information (if any) does the Panel require to complete the Review? 2) Whether the Panel is ready for a report to be submitted to a meeting of the Overview and Scrutiny Commission and Cabinet and, if so agree how this report should be prepared. 3) Agree draft recommendations from the Chair of the Panel, attached as OSC/290 which will further elaborated within the draft report. Minutes: It was noted that the Scrutiny Review overall had been interesting and thought provoking. Members believed that it had been successful in considering improvements but it was acknowledged that it was a wide ranging topic and it would be important that the proposed recommendations were followed to ensure the best possible outcome.
The Panel discussed the preparation of the report. It was agreed that a draft report would be compiled incorporating the proposals as discussed and agreed. The draft recommendations would be further elaborated upon within the report, along with background information and supporting evidence resulting in further details being emphasised as to the importance of each recommendation.The draft report would be circulated via email to enable comments to be incorporated into the final version for a meeting of the Overview and Scrutiny Commission and Cabinet in February 2021.
The Coronavirus Pandemic had resulted in the Panel having to conduct meetings in a different way. Unfortunately there had not been the opportunity to be able to conduct face to face meetings for the majority of the review. However it was acknowledged there had been some really interesting and valuable virtual witness sessions. The Chair took the opportunity to thank all the officers that had attended the sessions for their reports and presentations, as their information had greatly assisted the Panel in informing the draft recommendations. Panel Members were also thanked for their input into the review.
The Chair advised the Panel that, rather than voting on each recommendation individually, a single recorded vote would be taken on the recommendations as set out in the report. No dissent from the Panel was expressed and therefore a single recorded vote was conducted.
A recorded vote was then taken on recommendations as set out in report OSC/290 (a)-(s) in accordance with the Council’s Virtual Committee Procedure Rules. The names of the Councillors voting for and against the recommendations, along with any abstentions, were recorded as follows:
For recommendations OSC/290(a)-(s): Councillors Hart, Jaggard, Lunnon, and Pendlington (4).
Against recommendations OSC/290(a)-(s): None (0).
Abstentions: None (0).

That the draft recommendations as documented in report OSC/290 be agreed.
