Action Taken Under Delegated Authority (Significant Operational Decision): Street Naming and Numbering Authority - Increase to Fees and Charges (2025-2026)

Crawley Borough Council (CBC) is the Street Naming and Numbering (SNN) authority for the Borough and carries out the service functions under the Town Improvement Clauses Act 1847 and the Public Health Act 1925.  No address within the Crawley Borough is legal unless authorised by CBC.

 

Maintaining a high standard for street naming, numbering or re numbering and naming properties is important as it allows:

  • Emergency services to find a property quickly.
  • Post to be delivered efficiently.
  • Visitors to easily locate their destination.
  • Reliable delivery of goods and services
  • Service providers’ records to be kept in an efficient manner.
  • All of the Council’s departments to work from one official address base.
  • The Gazetteer to be kept up to date.

 

CBC provides a comprehensive SNN service to applicants encompassing a broad spectrum of new development types and the renaming and renumbering of existing streets and properties.  CBC introduced charging for the service in 2012 and this is the first comprehensive review of the charges since the fee introduction.

 

The fees and charges need to be increased to enable the SNN services to operate on a cost recovery basis.  Due to previous changes to the Street Naming and Numbering (SNN) process and a resulting increase in the amount of Council officer time needed to undertake the process and also taking account of the budgetary challenges the Council is facing, on 21 February 2025 the Head of Economy and Planning approved to the following increase in the fees and charges for 2025-2026 to take effect from 1 April 2025.

The rest of the SNN fees will increase by a flat rate of 10% compared to 2024-2025.

Change in Membership: Overview and Scrutiny Commission

In accordance with Paragraph 2.1(p) of the Full Council Procedure Rules contained within the Constitution, and in concurrence with the wishes of the political group, the Head of Governance, People & Performance has made the following change to the membership of the Overview and Scrutiny Commission:

 

·        Councillor Hart to be replaced with Councillor Adeniyi.

 

This change takes immediate effect.

Change in Membership: Governance Committee

In accordance with Paragraph 2.1(p) of the Full Council Procedure Rules contained within the Constitution, and in concurrence with the wishes of the political group, the Head of Governance, People & Performance has made the following change to the membership of the Governance Committee:

 

  • Councillor Jhans to be replaced with Councillor Ayling.

 

This change takes immediate effect.
