Change in Membership: Planning Committee In accordance with Paragraph 2.1(p) of the Full Council Procedure Rules contained within the Constitution, and in concurrence with the wishes of the political group, the Head of Governance, People & Performance has made the following change to the membership of the Planning Committee:
· Councillor S Mullins to be replaced with Councillor Abu Mosa. This change takes immediate effect.

Action Taken Under Delegated Authority (Significant Operational Decision): Infrastructure Funding Statement 2023/24 For each financial year, starting from 2019/20, we are required to publish an Infrastructure Funding Statement (IFS). This is made up of three parts: · Section 106 Report: including a summary of section 106 income and expenditure (including details of some non-monetary contributions); details of projects on which section 106 receipts were spent or allocated; and the amount of section 106 receipts retained at the end of the financial year · CIL Report: including a summary of CIL income and expenditure; details of projects on which CIL was spent or allocated; and the amount of CIL retained at the end of the financial year · Infrastructure List: a statement of the infrastructure projects or types of infrastructure which we intend will be, or may be, wholly or partly funded by CIL.
On 12 December 2024, the Head of Economy and Planning approved the publication of the Infrastructure Funding Statement 2023/24. The decision was taken in accordance with the delegation to the Head of Economy and Planning to approve operational documents including the Authority’s Monitoring Reports.

Review of the Crawley Borough Council National and Local List of Validation Requirements Following the adoption of the Crawley Borough Local Plan 2023-2040, the Local Planning Authority is required to review and update its current list of validation requirements for planning applications to reflect the new policies in the Local Plan. When an application is submitted the Local Planning Authority will first check that it is a valid submission against a set of validation requirements known as the Local List. The CBC National and Local List sets out the documents which will need to be included with applications for planning applications submitted to the Local Planning Authority. It specifies local requirements which are required in accordance with current planning policy, as well as national requirements set out in legislation and provides a checklist of items to support applicants in making a valid application submission. As a result of the new adopted plan the changes needed to update the list are quite extensive and therefore it is considered appropriate to consult more widely on this document before its adoption. Normally minor changes to this list (which is refreshed every 24 months) are updated under delegated authority. As a result of the adopted plan the key areas of the List that have been amended include: · The requirement for more extensive design information to be provided for major applications and residential developments (policies CL2, CL3, CL5 and CL7) · Additional details to be provided for built to rent or self-build developments (policies H6 and H7) and major residential development to demonstrate compliance with a Housing Mix Text (policy H4). · Amendments to thresholds for submission of Economic Statement, Town Centre First Impact Assessments and Planning Statements to support applications principally driven by changes in Government policy with are now reflected in within policies EC2, EC3, EC6, EC7, EC8, EC9, EC12 and TC5. · A new requirement for an employment and skills plan to accompany major applications (policy EC5). · A new requirement for simpler flood resilience statements instead of a Flood Risk Assessment to be provided for smaller scale development in certain flood zones (policy EP2). · A new requirement for an Odour Impact Assessment for any amenity sensitive development proposed within 800m of Crawley Sewage Treatment Works (policy EP5). · An area masterplan to be submitted with any application for Gatwick Green Strategic Employment Location (policy EC4). · A Health Impact Assessment to be submitted with major developments (policy SD2). · Amendments to some validation requirements to reflect revised policy wording such as provision for a Sustainability Statement (policies SDC1, SDC2 and SDC3) and Noise Impact Assessment where noise thresholds have changed (policy EP4).
It is proposed to publish this draft Local List for public consultation for a period of 5 weeks to enable comments from key stakeholders such as statutory consultees who will be notified directly and the document will also be placed on the planning pages of the CBC website to allow for wider comments.
