Action Taken Under Delegated Authority: Calculation of Council Tax Base - for the Purposes of Setting the Level of Council Tax for the Year 2024/25

On 31 January 2024 Councillor M Jones,Leader of the Council, exercised their delegated authority to approve the Council Tax Base for 2024/25 as set out in consideration report FIN/647 which was published in Councillors’ Information Bulletin IB/1217 on 23 January 2024.

Action Taken Under Delegated Authority: Award of Contract - Joint Electoral Print

On 1 February 2024 Councillor M Jones, Leader of the Council, has exercised their delegated authority to approve the award of the contract to Bidder 1 and, in consultation with the Cabinet Member for Resources, Chief Executive (as Returning Officer), Head of Governance, People & Performance and Head of Digital and Transformation, approve the award and conclusion of the collaborative tender for Electoral Print and Mail on behalf of Horsham District Council, Mid Sussex District Council and Mole Valley District Council.  The related consideration report (LDS/212) was published in Councillor’s Information Bulletin IB/1217a on 24 January 2024.

Minor Change to the Constitution: Protocol on Appointment of Honorary Aldermen/women and Honorary Freemen/women

The Head of Governance, People & Performance has agreed that the following minor amendments be made to paragraphs 3.1 and 3.2 of the Protocol on Appointment of Honorary Aldermen/women and Honorary Freemen/women which is contained within the Council’s Constitution:

 

“3.1.    Following any Borough election, the Head of Governance, People & Performance will consult with each Group Leader to decide whetherAt any point in the municipal year, a Group Leader may notify the Head of Governance, People & performance of their intention to put forward any eligible former Councillors for consideration of Honorary Alderman honours.  If any names are proposed for nomination, the first a Governance Committee post-Borough election will consider a report which details the names and total length of service of those former Councillors.

 

3.2.     This Governance Committee would be expected to recommend that the Mayor convene an Extraordinary Meeting of the Full Council to bestow the title of Honorary Alderman/woman on those former Councillors (this Extraordinary Meeting will usually be convened to take place immediately before, or at the conclusion of, the July meeting of the Full Council).”

 

This change will take immediate effect and the Constitution will be updated to reflect this amendment in due course.

Minor Change to the Constitution: Webcasting Meetings

The Head of Governance, People & Performance has agreed that the following minor amendments be made to the Constitution in relation to webcasting formal meetings of the Council:

 

Introduction to Crawley Borough Council’s Constitution:  Amend Paragraph 6.5 (Rights of Members of the Public: Attending Statutory Meetings) as follows:

 

Attending Statutory Meetings:  Members of the public may attend meetings of the Full Council, its Committees and the Cabinet except, for example, where confidential or exempt matters are being discussed.  A Calendar of meetings is available on the Council’s website. 

 

All formal meetings of the Council (with the exception of the Employment Panel and Grants Appeal Panel) will be webcast subject to cost and practicality (subject to commencement).  The Council will, on a case-by-case basis, reserve the right not to webcast meetings of the Licensing Sub-Committee or Scrutiny Panels.” 

 

Access to Information Procedure Rules:  Amend Paragraph 3.1 (Rights to Attend Meetings: Public) as follows:

 

“Members of the public may attend all formal meetings subject only to the exceptions in these rules.  All formal meetings of the Council which are open to the public (with the exception of the Employment Panel and Grants Appeal Panel) will be webcast subject to cost and practicality (subject to commencement).  The Council will, on a case-by-case basis, reserve the right not to webcast meetings of the Licensing Sub-Committee or Scrutiny Panels.” 

 

These changes will take immediate effect and the Constitution will be updated to reflect the amendments in due course.

7.

Tenant Satisfaction Measures Survey

This survey of tenants will collect tenants’ views on their home and Crawley Homes’ services and data for the Regulator of Social Housing (RSH).

 

Acuity Research are running the survey for usduring February and early March 2024.

 

Surveys will be completed online, by post and by telephone.Tenants are being invited to take part in this survey if they have not taken part in a survey in the last 12 months.

 

Shared Owners and Leaseholders will also be invited to take the but their results will not form part of the data for the RSH.

8.

Meet the Housing Ombudsman

The Council have invited Richard Blakeway, the Housing Ombudsman, to hold a Meet the Housing Ombudsman event at the Town Hall.

 

Residents will hear more about the free support the organisation can provide to help resolve housing management issues.??The Housing Ombudsman will not be discussing individual complaints at the event.

 

This event will take place on Friday 8 March 2024 between 1 and 2pm, tenants and leaseholders can join the event either in person or via .

 

The Leader of the Council along with the Cabinet Member for Housing and the Cabinet Member for Public Protection will be at the Town Hall event.
