The water neutrality requirement has stalled all major developments in the borough, and while the wider strategy is being developed at the sub-regional level, it has been agreed with Planners that a few pilot schemes (Breezehurst Drive, Longley House and Modular Housing) can be progressed ahead of the wider strategy being implemented. These pilot schemes will deliver over 220 much needed affordable homes.

In order for these schemes to be progressed there is the need to find water savings from existing housing stock to off-set the water consumption of these pilot schemes, and the proposal is to proceed with retrofitting Crawley Homes housing stock with a flow-regulator (which has been approved by Natural England) that is capable of reducing water consumption by an estimated 22%. These flow-regulators can be supplied and fitted at a reasonable cost.

A procurement process was undertaken as a direct award through the Procurement for Housing Framework and in line with the Procurement Code. This process resulted in Cenergist being identified as the most appropriate tenderer and market leaders with this product, and therefore being awarded the contract. The contract may be extended over three years depending on how far the Council wishes to extend this particular programme. The Framework Agreement with Cenergist would be sufficient to retrofit 100% of Crawley Homes’ housing stock with further capacity to retrofit Council-owned assets as well, if so required.

It is intended to enter into contract with Cenergist to retrofit an initial 100 properties, in order to ascertain the pace at which this programme can be rolled out and to verify the extent of water savings that can be achieved. It is then intended to commission a further 1000 units to meet the off-set requirements of the identified pilot schemes, and for this purpose it is intended that a report be submitted to Cabinet in July 2022 to secure a budget to progress with additional tranches, as required.

On 11 April 2022 the Head of Crawley Homes awarded the contract for the Water Neutrality Retrofit Programme to Cenergist and agreed that a report be submitted to the Cabinet (circa July 2022) regarding further progress of the Scheme and to seek Budget approval for the wider scheme.  This decision was taken in consultation with the Deputy Chief Executive and Cabinet Member for Housing.
