Action Taken Under Delegated Authority (Significant Operational Decision): Signing of Crawley Town Centre Business Improvement District (BID) Agreement

The Business Improvement District (BID) was formally established on 1 April 2020. However, due to the pandemic, it did not come into operation until 1 October 2020.

 

As part of our legal responsibilities for the collection and enforcement of the BID levy, it was agreed that an Operating Agreement would be signed off between the BID and Crawley Borough Council.

 

On 25 September 2019, the Council's Cabinet agreed the proposal for the BID establishment and agreed the following recommendation: (g) Delegate to the Head of Economy and Planning and the Head of Legal, Democracy and HR, in consultation with the Cabinet Member for Planning and Economic Development, the power to approve and sign the Operating Agreement with the BID Company, together with any other agreements/documents required for the BID.

 

On 30 March 2022 the Head of Economy and Planning and Head of Legal, Governance & HR approved the Operating Agreement and it has been signed by the Head of Legal, Governance and HR.  The Cabinet Member for Planning and Economic Development (Cllr Peter Smith) was consulted and agreed.

Crawley Borough Council (Off-Street Parking Places) (Amendment No.1) Order 2022 pdf icon PDF 143 KB

Please note that this is for information only and does not require you to comment or take any further action as the Order has been sealed and made in accordance with the legal process.

 

I refer to previous information including in Councillors’ Information Bulletin IB/1117 on 9 February 2022 which relates to this Order.

 

The Council made the Order on 24 March 2022 and it will come into effect on 11 April 2022.

 

The effect of the Order is to make the following amendments to the Crawley Borough Council (Off-Street Parking Places) (Civil Enforcement and Consolidation) Order 2009.

 

  1. to incorporate Kingsgate Car Park into the order.
  2. to increase the fees to be paid for parking (as set out in the tables in the appendix) at the following car parks: Fisherman’s, Orchard Street Surface, Orchard Street Multi Storey, Tilgate and Town Hall Multi Storey
  3. to amend the charging hours at the Town Hall Multi Storey Car Park so that charges are payable between 7am and 12 midnight
  4. to introduce weekend and evening rates at the Town Hall Multi Storey Car Park and Orchard Street Multi Storey Car Park
  5. to make administrative changes to the order including additional methods and means of payment available at all car parks, namely Fisherman’s, Hospital Car Park, Kingsgate, Orchard Street Surface, Orchard Street Multi Storey, Tilgate and Town Hall Multi Storey

 

The Council’s initial proposals included amending the charging hours at Fisherman’s and Tilgate Car parks. There were a number of responses to the consultation which objected to or commented on these proposals and they have not been incorporated into the Order. Parking arrangements for Fisherman’s and Tilgate Car Parks in terms of the chargeable hours will be re-visited and considered further at a later date.

 

The Council also received objections which related to increasing the fees for parking. The proposed fees changes have been included in the Order and the revised fees will come into effect on 11 April 2022.

 

Parking fees at the Hospital Car Park have not increased at all.

 

Car Parking fees have not been increased since 2018. The Council has invested in its Parking Services and continues to invest in service delivery, upgrading its car parks and associated systems.  It includes making both the Town Hall and Kingsgate Multi Storey car park secure facilities which are able to operate 24 hours a day, 7 days a week.  Revenue raised in the Tilgate and Fishermans car parks is re-invested in Tilgate Park itself.

Temporary Closure of the Town Hall

As part of the construction of the District Heat Network (DHN), the Town Hall will be closed from 12 noon on Friday 8 April until 7am on Tuesday 12 April.  This is to enable the final connection to the new substation by UK Power Networks which will provide the electrical supply to the new DHN.

 

Please kindly note there will be no access available for staff, Councillors and members of the public for the whole period.  Members of the public will be unable to make appointments or visit the Town Hall from 12 noon on Friday until Tuesday morning at 10am.
