Change to Road Closure Timings: Gossops Drive, Gossops Green

The closure of Gossops Drive in Gossops Green which was previously taking place between the hours of 08:00 - 18:00 has been extended into a 24 hour a day closure to allow for Concrete Curing.  The Closure is still going to end on 10th December 2021 as per the original Public Notice.

Action Taken Under Delegated Powers: Income Management System Procurement

Councillor Lamb, Leader of the Council, exercised his delegated authority on 8 December 2021 in consultation with the relevant officers to award the contract for the new Income Management System to Bidder 1 as set out in report FIN/543 (available to view by Councillors only) which was published on 30 November 2021 in Councillors Information Bulletin IB/1108.

Action Taken Under Delegated Powers: Award of Contract for CAT C (Furniture) Fit Out for the new Town Hall

Councillor Lamb, Leader of the Council, exercised his delegated authority on 1 December 2021 in consultation with the relevant officers to award the contract for the Cat C (furniture) fit out for the new Town Hall to Bidders 1 and 5 as set out in report DCE/012 (available to view by Councillors only) which was published on 23 November 2021 in Councillors Information Bulletin IB/1107.

Action Taken Under Delegated Powers (Significant Operational Decision): CBC Response to Gatwick Airport S42 Consultation for the Northern Runway Project

Gatwick Airport Ltd (GAL) is preparing to submit to the Secretary of State a Development Consent Order application for its Northern Runway Project. GAL is required to consult all relevant stakeholders prior to submitting its application, including the Council, and published its consultation material for a 12 week period ending on December 1st.  GAL’s Consultation documents are available on the Gatwick Airport website.

 

On 1 December 2021 the Chief Executive took the Significant Operational Decision to submit a comprehensive technical response to GAL. The full Response, appendices and covering letter are available on the CBC Planning Register on the Council's website.

 

CBC has worked with neighbouring Authorities and technical advisers to scrutinise the material published by GAL and to prepare a response. In its review of the documentation and in its response the Council has particularly considered whether the impacts of the proposal, including noise, air quality, surface access, climate change, flooding and visual impact are properly identified. The review has considered whether these impacts are appropriately mitigated, including through improvements to local infrastructure. The response has also assessed whether the proposals provide maximise local economic benefits.

Change in Membership: Employment Panel

In accordance with Paragraph 2.1(o) of the Full Council’s Procedure Rules contained within the Constitution and in concurrence with the wishes of the political group, the Head of Legal, Governance and HR has added Councillor T Belben to the membership of the Employment Panel:

 

This change takes immediate effect.

8.

Minor Changes to the Constitution pdf icon PDF 100 KB

In line with Delegation 7.hh of their Sub-Delegation Scheme the Head of Legal, Governance and HR has made the minor amendments to the Constitution set out in the attached report (LDS/176).

 

These changes were made to align with the Council’s standard procedure for dealing with the Annual Governance Statement and do not change current practice.  These changes were made in consultation with both the Chair of the Audit Committee and the Chair of the Governance Committee.

 

These changes will take immediate effect.  The Constitution will be updated when it is next published.
