Action Taken Under Delegated Authority (Significant Operational Decision): EV Charging Infrastructure Network Concession Contract

On 24 June 2020, Cabinet (report PES/364) approved in principle that the Council took part in the EV Charging Infrastructure Network scheme, led by WSCC. A competitive single procurement exercise, led by West Sussex County Council and including Crawley Borough Council, Horsham District Council, Mid Sussex District Council, Arun District Council, Adur District Council and Worthing Borough Council has now been undertaken in accordance with the Public Concession Contracts Regulations 2016 (& the Public Contracts Regulations 2015) to award a contract for the West Sussex Electric Vehicle Charge-point Network.

The aims of the scheme are the rapid roll-out of a countywide EV Chargepoint network, giving access to charging infrastructure to residents without access to off street parking, with a fair and good value for money tariff for residents.

After reviewing the outcome of the tender, the Deputy and Acting Chief Executive (on behalf of the Head of Economy and Planning) in consultation with the Leader and Cabinet Member for Environmental Services and Sustainability, took the decision on 27 August 2021, to approve of the Council entering into the EV Chargepoint Network scheme, led by WSCC, who have awarded the concession contract for the West Sussex Electric Vehicle Chargepoint Network for fifteen years to commence on 1 November 2021 with an option to extend for a further five years.

Action Taken Under Delegated Powers: Additional Delegation

The Leader of the Council, using his executive rights, has agreed the following delegation to the Cabinet member for Public Protection and Community Engagement:

“To decide whether to reinstate the small grants programme”.

This delegation takes immediate effect.
