A Temporary Traffic Regulation Order for Tinsley Lane (north), Three Bridges is attached.

Prior to the expiry of the Council's existing contract, a new procurement exercise for the supply of wheeled bins, has recently been undertaken using the Eastern Shires Purchasing Organisations (ESPO) framework agreement for Refuse and Recycling Products.

Three tenders were received as a result of that procurement with the evaluation divided 60% price and 40% quality.  Detailed information on the evaluation criteria for price and quality can be found on the Council’s website.

The tenders were assessed independently by officers within the Waste and Recycling Team and then moderated to produce a single weighted evaluation score. The single weighted evaluation score was then reviewed by the Partnership Services Manager with input from the Procurement Team to ensure a further quality control check.

Final scores awarded for both price and quality, including the overall tender evaluation score, are shown in the table which is attached for Councillors only.

This process has identified Bidder A as the successful bidder.

Due to the value of the contract, the decision to award the contract to Bidder A was taken as a Significant Operational Decision on 30 April 2021 by the Head of Major Projects and Commercial Services, in consultation with the Deputy Chief Executive and the relevant Cabinet Member.
