Chief Executive: Emergency Urgency Decision - Adoption of Pavement Licence Policy pdf icon PDF 158 KB

The Chief Executive, under the Emergency Urgency Decision powers, has approved the adoption of the provisions of the Business and Planning Bill 2020 and the adoption of the Pavement Licence Policy.  The Chief Executive has also authorised the Head of Community Services to make revisions to this Policy in consultation with the Cabinet Member for Environmental Services and Sustainability.

 

The decision was taken in consultation with Councillor Lamb (as Leader of the Council), Councillor Crow (as Leader of the Conservative Party), Councillor Jhans (as Cabinet Member for Environmental Services and Sustainability), Councillor Jones (as Chair of the Licensing Committee) and Councillor B Burgess (as Vice-Chair of the Licensing Committee who all confirmed their support.

COVID-19: CMT Urgent Significant Operational Decisions pdf icon PDF 190 KB

Due to the outbreak of the Coronavirus Pandemic COVID-19 it has been necessary for the Corporate Management Team to take some urgent Significant Operational Decisions. These decisions were taken with due regard to, and in accordance with, published Government Guidance. The recent decisions taken, along with supporting information such as the reasons for them are attached.

Parks and Playing Fields Update

Hound Ground

Opening this August. £10 per session to rent the paddock at Tilgate Park for off-lead dog training of up to six dogs. Covid Secure with 15 minutes between appointments and online booking for test and trace.

 

Dog Wash

We have a brand new facility for dog owners…a fully automated, self-serve dog washing station!  A company called Polygon Pets have installed their machine by the main toilets and are responsible for its upkeep and replenishment.  The customer pays a fee (using contactless card) and then uses the facility - shampoo, rinse and dry.  This facility has been very popular in other parks and it provides a small additional income stream.

 

Adventure Zone

The adventure zone (children’s rides) is moving from the Walled Garden to an area adjacent to the footpath between Smith and Western and the adult GoApe.  This move has been necessary to spread out the attractions and to enable social distancing in the Walled Garden.

 

Goffs Park Kiosk

Until recently the kiosk was a subsidised service offering Pitch and Putt and light refreshments. It has been closed since March due to Covid-19 with Pitch and Putt left free of charge to play. A trial concessionaire will be reopening the kiosk from early August to issue clubs, sell a range of refreshments and reheated food such as toasties, sausage rolls and coffee. Once open the concessionaire will restart charging, possibly at reduced rates to reflect current course conditions and quality of play. Exciting forward plans (to be agreed) are to re-sculpt nine of the holes for Adventure Foot Golf in 2021. The Council will receive 20% of café profits this year and next year if plans and arrangements are agreed, 20% of café profits plus 30% of Foot Golf/Pitch and Putt profits.

 

Cricket

The cricket season has been devastated by COVID 19 however, the Grounds team have pulled out the stops to get a couple of cricket squares useable by the 10th and 17th August at Cherry Lane.  Peter Harsum is working with representatives of Sussex Cricket to ensure the outfields are playable as we were unable to do pre-season maintenance such as rolling.  The games will be shared fairly and proportionately amongst our existing Crawley teams.

 

Football

The team have managed to get a few football pitches ready for pre-season friendlies available from the beginning of August. It is anticipated that all pitches will be ready by the end of September for the start of the football season.
