Minor Change to the Pension Scheme

Following the departure of the Head of People and Technology, and after discussion with the Cabinet Member for Resources, the LGPS Employer Discretions Policy (Pension Scheme) has been updated to reflect the officers now responsible for the various functions relating to the Scheme.

Action Taken Under Delegated Authority (Significant Operational Decision: Award of Contract for Tilgate Park and Nature Centre - Water Source Heat Pump

Following the completion of a Feasibility Study and subsequent BAG Bid in 2016/17 tenders have been invited for the Design and Construction of a Water Source District Heat (and Hot Water) network at Tilgate Park and Nature Centre.

 

The purpose of the scheme is to provide low carbon heating to all Nature Centre, Walled Garden and Tilgate operational staff buildings to replace all existing ‘Electric Only’ heating and also including hot water provision to ‘core’ operational buildings in the same areas.

 

Once installed the system will reduce expenditure on electrical energy, reduce the environmental impact from the operation of the key areas around the nature centre and walled garden and generate income through the Renewable Heat Incentive (RHI) Scheme.

 

After the initial feasibility study a design brief and performance specification were produced with the view of receiving full design and build proposals from selected suppliers.

 

Following receipt of tenders an evaluation and interview process was conducted, the assessment criteria was based primarily on 'Quality' which included the rate of return on investment, along with the financial element based on a total contract sum; on 16 July 2018 the Head of Community Services in consultation with the Deputy Chief Executive and Cabinet Member for Wellbeing accepted the tender of Bidder 2 who provided the most advantageous proposal.
