Purpose:

The Gym Group are based in Queens Square, Crawley and approached Crawley Borough Council to ask if a parking concession could be offered in the Kingsgate Multi Story Car Park (MSCP) in a similar arrangement to that had with the previous car park operators NCP.

Due to the investment programme at Kingsgate MSCP yet to be completed, an alternative option was offered at the Orchard Street MSCP, which the Gym Group were happy to consider.

This agreement would come into effect in December 2022 and would support economic vitality in the town centre, and also guarantee the Council an annual income over an initial 3-year period.

 

The decision was taken by the Head of Community Services on 14 December 2022 in consultation with the Head of Corporate Finance and Leader of the Council.

Decision:

Option 2 - To agree with Gym Group a parking concession in the Orchard Street MSCP, which will guarantee a minimum annual income over an initial 3-year period, with the flexibility to transfer to an alternative car park in the future if required.

The decision was taken by the Head of Community Services on 14 December 2022 in consultation with the Head of Corporate Finance and Leader of the Council. With the Cabinet Member for Environmental Services & Sustainability, Cllr Jhans, having a conflict of interest on the matter, Cllr Jones (as Leader of the Council) was consulted.

Alternative options considered:

Option 1 - To not enter into an agreement with Gym Group
Option 2 - To agree with Gym Group a parking concession in the Orchard Street MSCP, which will guarantee a minimum annual income over an initial 3-year period, with the flexibility to transfer to an alternative car park in the future if required.
