On 21 February 2024 Councillor S Mullins, as Cabinet Member for Community Engagement and Culture, exercised delegated authority to approve the determination of Strategic Grant applications. The funding is part of the Community Grants budget.

Strategic Grants (provisional awards) are subject to appeal and subsequent final decision by the Grants Appeals Panel.  All grant applications have been assessed against the published Funding Policy and Criteria.  The consideration report (HCS/078) relating to this decision was published for Councillors only in Councillors’ Information Bulletin IB/1220 on 13 February 2024.  Details of the awards are attached.

Action Taken Under Delegated Authority (Significant Operational Decision): Breezehurst Drive Phase 2 - Architect Appointment

On 21 February 2024 the Head of Crawley Homes appointed an architect for Breezehurst Drive Phase 2 to undertake the detailed design and proceed with the revised strategy of appointing a design team to complete the design up to RIBA Stage 4 and submitting a planning application, then appointing a contractor once planning permission has been approved.

There was already a decision in place under report reference CH/192 approved by the Cabinet on 25th November 2020.  A new Cabinet report will be issued later in the year to appoint a contractor to progress the construction of this project. This revised process has been approved by the Leader of the Council.

The proposed strategy moving forward is to directly appoint through a framework the original architect on the scheme, to complete the design up to RIBA Stage 4 and submit the additional information required for the planning application. This is backed up by advice we have received by both an external legal consultant and a national framework director, and this approach has been approved by the Procurement Manager.

Meeting Start Times: Ramadan

This year, Ramadan is expected to begin on Monday 11 March 2024, and end on the evening of Tuesday 9 April 2024, depending on the sighting of the moon.

The Council has reviewed the start times of formal meeting which take place during this period and have made arrangements to alter any start time which would have otherwise prevented those observing Ramadan from breaking the fast at dusk.  This year, the only formal Committee which is affected is the Planning Committee on 2 April 2024.  The Chair of the Planning Committee has agreed that this Committee meeting will start at the revised time of 8pm.  The website has been amended to reflect the revised start time.
