Action Taken Under Delegated Authority: Brighton Road Conservation Area Statement

Councillor P Smith, Cabinet Member for Planning and Economic Development, exercised authority in accordance with the Constitution on 4 April 2018 to approve adoption by the Council of the Brighton Road Conservation Area Statement (2018) as set out in consideration report SHAP/74 included in Councillors’ information Bulletin IB/916.

Building Cleaning Services Contract Award

The Council currently has a Contract in place with Monitor Cleaning Service which was set to expire on 31 March 2018, however a two month extension has been agreed until 31 May 2018 in order to allow sufficient time for an effective TUPE transfer should this be required.  The value of the contract is in the region of £430K per annum.  The Contract has been in place since 2013, following a competitive OJEU compliant tender process in collaboration with both Horsham District Council and Mid Sussex District Council.  The contract covers a range of cleaning requirements across a range of properties owned by the Council, including the town hall, community centres, pavilions and public toilets.

 

The Council has just been out to tender for a new contract, again in collaboration with Horsham and Mid Sussex District Councils.  In line with the Constitution, Cabinet would normally award any contract with a total value over £500,000.  Due to tight implementation timescales and the requirement to obtain Cabinet approval from each of the authorities participating in the tender process, the report to Cabinet on 21 March 2018 recommended that the best approach to meet the contract start date is to seek approval to delegate the contract award decision to the Leader of the Council. This Cabinet report was approved.

 

An in-house bid was not considered to be appropriate as this would be significantly more expensive than the services provided by external cleansing specialists, and at a time when the Council needs to consider further savings to balance its budgets from 2019/20. 

 

Subsequent to the Cabinet meeting on 21 March 2018, Councillor P Lamb, as Leader of the Council, awarded a contract to Bidder A for the provision of building cleaning services.
